Right of way construction permit process changing April 1

Galveston, TX – March 25, 2019 – Beginning next month, the City of Galveston is changing the way it handles Right of Way construction permits to make the process more efficient for residents and businesses seeking permits. 

The Right of Way permits have traditionally been issued by the Engineering Department. Effective April 1, right of way permits will be issued through Development Services where applicants apply for other permits. They may be applied for in person or online.

Plans must be submitted for review and should typically be reviewed within five working days. This will not affect new construction as the right of way permits will be a part of the review of new projects and will be included in the building permit. For right of way permits issued after April 1 that require sidewalk and drive-approach inspections, the inspections will be scheduled through and performed by the Building Division.

“The new process works toward a more centralized communication and a one-stop-shop issuance process, while still allowing for the technical review of engineering as a component of the routing,” Development Services Director Tim Tietjens said.

City Right of Way permits are required if any portion of the parking lane, sidewalk area, alley or City ROW is used or blocked with scaffolding, debris, machinery/equipment (crane, man lift), temporary fence, dumpster, or other construction equipment.

All Permit Approval is contingent on: Property Owner, Developer, builder, contractor, and engineer being fully responsible for implementing acceptable engineering practices to protect the public and the environment. The parties must comply with all laws and regulations including City of Galveston codes and ordinances, TCEQ permits, TAS, US Corps of Engineers, etc.
