The City of Galveston is required by the U.S. Department of Housing and Urban Development (HUD) to submit an annual Consolidated Annual Performance and Evaluation Report (CAPER). This report provides an assessment of the City’s progress in carrying out its five-year strategic plan and one-year action plan for the HUD-funded programs: Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME). This notice is to make the CAPER available to the public for comments prior to its submittal to HUD by August 29, 2023.

The City’s 2022 CAPER is available for review from August 12th through 28th at the end of this notice or by email to This report covers the 2022 Program Year of June 1, 2022 through May 31, 2023. The report contains a summary of programmatic accomplishments including a description of the resources made available, the investment of available resources, the geographic distribution and location of investments, the families and persons assisted, actions taken to affirmatively further fair housing, and other actions indicated in the strategic and action plans.

The City was required to estimate the amount of Program Income (PI) that it anticipated receiving for allocation purposes in the 2022 Action Plan. The City estimated the PI receipts of $20,000 in CDBG and $30,000 in HOME for the 2022 Program Year. The City received $29,795.33 in CDBG PI and $74,877.37 in HOME PI. Due to the deviation in CDBG and HOME PI of more than the City’s 25% rule for a substantial amendment, this is to notify the public of the amendment in PI receipts that became available to complete the objectives of the City’s Consolidated Plan.

The Grants & Housing Dept. will conduct a PUBLIC HEARING to receive citizen comments on the City’s 2022 CDBG and HOME Programs CAPER as follows:
