The City of Galveston Purchasing Division is now accepting only electronic solicitation submittals. The link to submit is individual to each solicitation. Please check the Bids and RFPs section of the website for specific information about each solicitation.

Currently, Purchasing is conducting solicitation openings and any pre-proposal/pre-bid conference via Virtual Meetings using the Zoom platform. Each solicitation will have information on where and how to join those meetings. If you have any questions or need further assistance please contact us.

How to Do Business with the City of Galveston

The City of Galveston Purchasing Division is responsible for securing the best quality products and services through the most cost-effective means in accordance with all City policies and State and Federal Laws. The City of Galveston encourages all Disadvantaged Business Enterprise (DBE) vendors to participate in all invitations to bid. Including all Historically Underutilized Business (HUB), women, and minority businesses.

To register as a vendor with the City please click the link and complete the electronic vendor registration. You will be sent a confirmation of receipt of your application and an email once your registration has been approved by Purchasing. If you have sent information to us in the past, you will still need to register online.

Focus

Purchasing extends solicitation opportunities; the goal of which is to obtain the “best value” for the City. This may not always mean the lowest price.

The City considers such things as reputation of the vendor, product quality, customer service, totality of proposal, compliance with local, state and federal laws, cost, delivery, and other criterion as required by the scope of work.

The goal of Purchasing is to ensure fairness in all procurements and to be the bridge between vendors and departments. Purchasing endeavors to ensure that the departments receive the best products and services; and maintain good working relationships with vendors.

Advertisements/Notifications

Solicitation notifications are included in the Galveston Daily News as required by Local Government Code (LGC) 252 and are available on our website. Please sign up to receive text or email messages of new or modified solicitations.

Solicitation Types: City of Galveston follows State of Texas LGC 252 and the City’s Purchasing Policy below:

Purchases up to $1,000                   No quotes required

Purchases $1,000 to $15,000          Require three (3) informal written quotes

Purchases $15,000 to $50,000        Require an informal sealed bid or proposal

Purchases $50,000 and above        Require a formal sealed bid or                                                                               proposal per LGC 252

Business Hours are 8:00 AM to 5:00 PM Monday through Friday. We encourage you to make an appointment to ensure staff is available to answer your questions.
