THURSDAY - NOVEMBER 12, 2020 - 9:00 A.M.
VIRTUAL ZOOM MEETING

Notice is hereby given in accordance with Order of the Governor issued March 16, 2020, the City Council of the City of Galveston will conduct its Special Meeting by telephone/video conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of the Corona Virus/COVID-19.  There will be no public access to the location described above.

Consider for approval an ordinance of the City of Galveston, Texas, adopting a temporary tax exemption for property owners who are victims of natural disasters for Tax Year 2020, pursuant to Section 11.35 of the Texas Tax Code; Making various findings and provisions related to the subject; and providing for an effective date. Consider approving the utilization of temporary staffing services under the existing contract with Robert Half International, Inc. through the Houston Galveston Area Council of Governments (HGACBuy) purchasing cooperative. Consider approval of DCMC Partners Task Order #6 authorizing the expenditure of an amount not to exceed $40,000 for Technical Assistance and disaster consulting services and authorize the City Manager to sign all documents upon final approval by the City Attorney. (T. Wrobleski)

Consider approving purchase of traffic signal equipment, supplies and hardware using the contract with Texas Highway Products, Ltd. through the BuyBoard and HGACBuy purchasing cooperatives. Consider approving purchases of pavement marking supplies/equipment and traffic related equipment, supplies, signs, posts, hardware and materials using the contract with Trantex Transportation Products of Texas, Inc. through the BuyBoard purchasing cooperative. Consider for approval acceptance of grant funding for the Galveston Police Department’s Chaplain program for fiscal year 2021 in the amount of $93,222.02, contingent upon final issuance from the Permanent Endowment Fund of Moody Methodist Church. Authorizing the City Manager to execute all necessary documents upon final approval by the City Attorney. (V. Hale)

Consider for approval payment to the City of League City for the OSSI GRID Consortium off-site server maintenance allowing access to a multi-agency records management system at a total cost of $43,811.75. Funding has been budgeted in the Police Department’s Service Support Maintenance Contracts fund. (V. Hale)

Consider for approval the annual maintenance support agreement for the City’s Public Works asset and maintenance management system, VueWorks, to Data Transfer Solutions (DTS) in the amount of $20,000. (H. Dean)

Consider for approval the renewal of the annual maintenance support agreement for VMware software from Southern Computer Warehouse for $25,631.81. (H. Dean)

Consider for the approval of the purchase of twenty (20) security DVR systems for the Island Transit bus fleet, to be purchased from Safety Vision, who was the lowest bidder that met the specifications on RFP-18-19, for a total price of $32,943.91, and authorize the City Manager to execute the contract upon final approval by the City Attorney. Consider for the approval allowing the Fleet Facility to purchase the listed service vehicles and associated equipment (mowers) from Deere & Company through Buy Board, for a total price of $66,880.21, and authorize the City Manager to execute the contract upon final approval by the City Attorney. Consider for the approval allowing the Fleet Facility to purchase the listed service vehicles and associated equipment (four Ford F150 Police Responders) from Silsbee Ford through Good- Buy, for a total price of $222,605, and authorize the City Manager to execute the contract upon final approval by the City Attorney. Consider for the approval allowing the Fleet Facility to purchase the listed rolling stock and associated equipment (1 F150 PU for the Airport) from Silsbee Ford through Goodbuy for a total price of $26,233.50, and authorize the City Manager to execute the contract upon final approval by the City Attorney. Consider for approval Change Order #1 to the contract with Wharton-Smith, Inc. for construction of the Airport Water Plant Expansion, increasing the contract by $36,390.96 (0.42%) from the amount of $8,668,931.00 to the amount of $8,705,321.96.
