The U.S. Dept. of Housing & Urban Development (HUD) administers the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs and requires notification to the public allowing for a 30-day public comment period on the annual projects. The City will receive CDBG funding of $1,099,400 and HOME funding of $284,860. The 2023 Allocations differ from the City's 2022 funding in the following amounts: An increase in CDBG of +$13,587 (+1.24%) and increase in HOME of +$12,591 (+4.52%). The 2023 CDBG and HOME Program Income has been estimated as required by HUD at a total of $50,000 (CDBG $20,000 and HOME $30,000). The recommended projects will be submitted to the City Council for approval on August 10, 2023. All CDBG and HOME Projects meet a high priority need as identified in the City’s 2019 5-year Consolidated Plan. All CDBG Projects will provide a benefit to the low-moderate income (LMI) population and all HOME Projects will provide an affordable housing benefit to LMI households.

A Public Hearing on the 2023 Programs will be conducted in the City Council Chamber on August 2, 2023, 5:30 pm at City Hall. The agenda for the meeting will be posted on the City website https://www.galvestontx.gov/agendacenter 72 hours before the meeting. Citizens will be allowed to make comments on the proposed projects during the public hearing. Please see the agenda for directions for public comments.
The City encourages citizen participation in the Consolidated Planning Process and is initiating a Citizen Comment Period for the 2023 CDBG & HOME Program Proposed Objectives and Projects. Comments on the 2023 Programs can be submitted in writing to City of Galveston, Grants & Housing Dept., 2508 Ball Avenue, Galveston, TX 77550 or grants@galvestontx.gov until 4:00 p.m., August 17, 2023. Upon completion of the citizen participation process, approval by City Council, and all HUD requirements, the City’s 2023 Action Plan (application) will be submitted to HUD.
